Saylor Statement on Corbett’s Reform Agenda

House Majority Whip Stan Saylor (R-York) today issued the following statement about Gov. Tom Corbett’s list of reforms to return transparency and accountability to state government: 

“I applaud the governor for offering these reforms.  I am pleased he is making good on his commitment to reform state government and I look forward to working with him to implement these changes.   

“I am particularly pleased he has decided to implement a system of performance-based budgeting.  With the Commonwealth facing a multi-billion dollar budget deficit, lawmakers need an accurate and efficient way to measure program performance.  A performance-based budgeting system would require state agencies to set measurable goals and report actual results back to the Legislature.  Budget decisions would be made based on the ability of programs to meet stated goals.   

“In the last legislative session, I introduced House Bill 2563, which would have required Pennsylvania to implement a performance-based budgeting system.  Although my bill did not receive a vote in the last session, we intend to re-introduce it this year. I am pleased the governor supports this concept.”
