I-83 Exit 18 Improvements Project

District 8-0 of the Pennsylvania Department of Transportation is proposing the full reconstruction of the I-83, Exit 18 interchange in Spring Garden and Springettsbury Townships, York County. 

What Roadways and bridges are included in this reconstruction? 

  • The median and shoulders of I-83 will be widened for approximately one mile and will be lowered to provide adequate vertical clearance under SR 124. 
  • Mount Rose Avenue will be widened from just west of the Greenhill Road intersection to just east of the Haines Road intersection.  Widening will include two through lanes in both directions and turn lanes at the side road and ramp intersections. 
  • Haines Road will be widened for approximately 0.25 miles north of Mount Rose Avenue to allow for dual left turn lanes both on Haines Road and Mount Rose venue. 
  • Camp Betty Washington Road will be rebuilt from the new northbound I-83 on and off ramps north to Mount Rose Avenue. 
  • The bridge carrying Mount Rose Avenue over I-83 will be rebuilt.  The new bridge will include eight traffic lanes (through and turn lanes) and a sidewalk. 
  • The I-83 and Mount Rose Avenue bridges over Mill Creek will be replaced. 
  • The I-83 bridge over the abandoned railroad will be removed. 
  • Business access within the project area will be considered throughout the project development process.

  • Environmental Clearance – Summer 2011 
  • Final Design – Fall 2011-Fall 2014 
  • ROW Acquisition – Fall 2011-Fall 2014 
  • Receive Bids – Winter 2014 
  • Construction Begins – Spring 2015
