Governor Wolf delivered his annual budget address before a joint session of the PA House and Senate in Harrisburg on Tuesday. The Governor proposes a $36 Billion in spending, representing a $2 Billion increase over the spending plan approved just last summer. The bulk of the new spending would be allocated to the Departments of Corrections and Human Services.

House Republicans held the line on state spending over multiple budget cycles, and now those smart fiscal policies are paying off. The House Appropriations Committee has reported revenue collections for the month of April exceeded $4.4 billion, over $465 million more than the Department of Revenue’s official estimate. Majority Appropriations Chair Stan Saylor (R-York) said he hopes lawmakers continue down the path that will lead to the Commonwealth’s financial prosperity.

House Republican lawmakers and business leaders introduced a package of Regulatory Reforms Tuesday in Harrisburg aimed at improving the state’s business climate and reining-in government regulatory overreach. The bill are based on information gathered in the House State Government Committee’s Regulatory Overreach Report, which included findings from a series of public hearings held across the state last year that included testimony from various employers, organizations and experts on state regulatory policy. The report called for reforms to Pennsylvania’s restrictive regulatory system that is credited with holding back business development, limiting job creation and crippling economic growth. A new website designed to encourage state employees to suggest ways the Commonwealth could achieve budget savings was unveiled in Harrisburg on Wednesday by the House Appropriations Committee. The State Employees Achieving Savings website will ask state employees to voice their strategies to streamline state agencies and achieve greater efficiency in government.

The members of the incoming Pennsylvania House Republican Caucus elected its leadership team for the 2017-18 legislative session on Tuesday in Harrisburg. Rep. Stan Saylor (R-York) has been chosen to join the leadership team as the majority chair of the House Appropriations Committee. In this role, Saylor will oversee the Commonwealth’s fiscal policy and represent House Republicans at the budget negotiation table. At a press conference held in Camp Hill on Friday, Republican lawmakers emphasized the damage being done to the Commonwealth by the Governor’s decisions to cut vital funding, already approved by the legislature, for education, agriculture, corrections, and other critical services. Several House Republicans questioned the Governor’s motives in calling for increased education funding, but then personally cutting $3 Billion in the final 2015/16 budget agreement.
